In an address before the Senate Republican Spring fundraising dinner, the former Massachusetts governor contrasted his small government views with what he said was Barack Obama's bid to use the economic crisis to drastically expand the American government.

The Democrats are trying to use the crisis to advance their philosophy of government,” said Romney, who read his remarks from notecards. "The American people are not as thick as some have led us to believe.”

“We don’t want Democrats to have power – we don’t want government to have power. We want people to have power,” Romney said.

But Romney spent most of the speech taking on the president, especially on spending issues.

Recounting Obama’s February address to the nation, Romney said: “I rarely yell at the TV. I did a few times.”
